Spain's Plan Nacional de Numeración Telefónica (PNNT), developed by the Secretaría de Estado de Telecomunicaciones e Infraestructuras Digitales (SETID) and the CNMC, sets rules for how Spanish mobile numbers (prefixes +346 and +347) can be used. This article explains what the rules mean for Aircall customers and the guidelines to follow to keep your Spanish mobile numbers in good standing.

What the rules mean for Aircall customers

  • Mobile numbers can no longer be used for customer service or unsolicited commercial calls. The change prohibits the use of mobile numbering ranges (6 and 7) for these purposes. Unlike the French rules, there's no volume threshold: the restriction is based on the use case, not the number of calls or messages.
  • Mobile numbering has a closed list of permitted uses. Under the Resolución of 27 May 2013, only the uses expressly listed are allowed, no others. Spanish mobile numbering is intended to identify network termination points at locations that aren't fixed, in practice, a SIM or eSIM in a mobile device.
  • Dedicated ranges now exist for business calling. The 800 and 900 ranges are attributed to customer service and to commercial calls, and remain free for the caller. A dedicated 400 range was attributed to commercial calls in April 2026.
  • Spanish legal domicile is now required. Subscribers of fixed telephone service must hold a legal domicile in the province matching their geographic numbering; nomadic service subscribers must hold one in Spanish territory. Operators must verify this at contracting.

Guidelines for Aircall Spanish mobile numbers

To align with these rules, follow these guidelines for your Aircall Spanish mobile numbers:

  • Assign a mobile number to a single user.
    • Ensure a dedicated user per mobile number.
    • Don't share a mobile number across several users.
  • Run two-way conversational use cases.
    • Engage in balanced two-way voice and/or messaging communications.
    • Don't use voice or message communications that prevent direct inbound customer communication, or that involve mass communications.
  • Attach an eSIM to the number and use it as your primary destination.
    • Make sure a Spanish eSIM is associated with each of your Spanish mobile numbers.
    • Use the eSIM network as the primary communication channel for that number.
