On January 1, 2023, the French Regulatory Authority (ARCEP) rolled out a significant update to the French Numbering Plan. These changes aim to bring enhanced regulation and improve the user experience regarding mobile numbers.

What are the changes?

  • Updated usage rules for mobile numbers with restrictions on outbound SMS. Messaging features will be disabled if certain thresholds are exceeded: 10,000 SMS per month1,000 SMS per day, or 100 SMS per hour. For detailed information, please refer to the article French messaging limitations.
  • Creation of a new number range: A new range of phone numbers has been introduced for voice and messaging usage by ARCEP in the National Numbering Plan, also referred to as National Platform Numbers (prefix 093XXXXXX).
