Why can't I install the Aircall Dialer extension for Google Chrome?

Symptom

When you try to access the Aircall Dialer extension page in the Chrome Web Store, you see a message that says, "Item is not available":

The Aircall Dialer extension for Google Chrome may not be published for availability in your specific country or territory.
